Chapter 40 - THE MONEY WAS GETTING READY TO LEAVE BEFORE ANYONE WON.
No assets had moved.
That was the first fact.
Emma repeated it until everybody stopped using the word flight.
No transfer.
No offshore disappearance.
No money vanishing overnight.
Preparation was not execution.
But preparation mattered.
Redwood's system had generated instructions to identify assets eligible for migration if continuity governance failed.
The trustee insisted this was ordinary contingency planning.
Maybe.
Large trusts planned for restructures.
Regulatory changes.
Tax events.
Custodian failures.
The phrase continuity asset migration sounded sinister because everything around Redwood sounded sinister.
Emma forced herself to separate tone from evidence.
“What destination?” she asked.
The trustee's attorney answered.
“Undetermined.”
“Then what is it preparing?”
“Eligibility mapping.”
“For what?”
“Potential transfer into successor structures.”
Daniel leaned forward.
“Domestic or foreign?”
“Could be either depending on regulatory conditions.”
Emma almost laughed.
“That is a lot of words for you don't know where the money might go.”
The trustee objected to the characterization.
The court was less patient.
It issued a temporary order preventing transfer of any assets traceable to disputed employee-derived funds without notice.
That solved the immediate danger.
Not the underlying mechanism.
The secondary continuity event had existed since at least the 1990s.
Who designed it?
Briar records pointed to Robert Mercer.
Mercer pointed to Thomas Vale.
Vale's surviving documents pointed farther back.
Margaret.
Henry.
Possibly Arthur's original advisers.
Again, no single author.
Systems became communal over time.
Everyone added one lock.
No one remembered the first door.
The migration framework had one purpose that surprised Daniel.

A Prescott cousin had threatened litigation.

Emma found that almost comforting.
“Not everything began evil.”
Michael looked at her.
“No.”
“People just kept finding new uses for old tools.”
“Yes.”
“That's worse in a different way.”
The migration mechanism had been updated after every scandal.
Each time, the list of eligible assets expanded.
By 2017, disputed employee-derived holdings were not clearly excluded.
That was the problem.
The solution required rewriting Redwood.
Not just punishing people.
The negotiation became more serious.
Redwood's trustee agreed in principle to terminate Five-Bloc governance and secondary migration triggers.
In exchange, all parties needed a stable process for separating obligations.
Daniel could have insisted Prescott Meridian simply pay everything.
Emma objected.
“Everything?”
“If that's what it takes.”
“With shareholder money?”
“My family created the structure.”
“Your family is not every shareholder.”
Daniel frowned.
Emma continued.
“If the company caused specific losses, company pays. If Redwood owes beneficiaries, Redwood pays. If insurers cover something, insurers pay. If your personal trusts benefited improperly, those assets pay.”
Daniel smiled faintly.
“What?”
“You're arguing against taking my money.”
“I am arguing against you buying moral simplicity.”
That shut him up.
Claire unexpectedly helped.
Not as villain.
Not as victim.
As someone who had once been selected by the Prescott system as a governance proxy.
She contacted Daniel through attorneys.
“I have old trust packets.”
Daniel stared at the message.
Claire had faced consequences for hiding Noah and participating in family control.
She had lost power.
Her marriage had collapsed.
She lived privately now.
No sudden redemption.

Daniel called her.
“Did you understand this?”
“No.”
“Why highlight it?”
“Judith said it was how the family made sure one emotional person couldn't destroy everything.”
Daniel closed his eyes.
“Emotional person.”
“She meant you sometimes.”
He almost laughed.
Of course.
Sarah had been destabilizing.
Claire later became a controlled proxy.
Daniel could become unsuitable.
Emma became activist.
Workers became claimants.
Every person who challenged central control received a category.
Claire continued.
“There was another binder.”
“Where?”
“Judith kept it.”
“Police seized her records.”
“I know.”
“Did you see it?”
“Yes.”
“What was it called?”
Claire hesitated.
“Continuity Destinations.”
Daniel's pulse changed.
“Plural?”
“Yes.”
“How many?”
“I don't remember.”
“Domestic?”
“Some.”
“Foreign?”
“I think so.”
“Where?”
Claire went quiet.
“I remember one because Judith joked about it.”
“What?”
“She said if America ever became too sentimental about old obligations, the money could vacation somewhere more practical.”
Daniel felt sick.
“Where?”
“Cayman was one.”
That triggered immediate legal action.
The trustee insisted no current Cayman account held disputed assets.
Forensic review supported that—for now.
Historical successor entities existed but were inactive.
One had been dissolved.
One had zero balance.
One remained technically active.
No recent transfers.
Emma repeated that publicly.
She refused sensational headlines.
There is no evidence money has been moved offshore.
That frustrated reporters.
Truth sometimes had bad marketing.
Then Michael found another record.
His 2008 Northstar release included a reference to Continuity Destination C-4.
He had never understood it.
Rachel's archive linked C-4 not to Cayman.
To Delaware.
A domestic statutory trust.
Still active.
Name:
Prescott Worker Recovery Foundation.
Emma frowned.
“That sounds good.”
Daniel said, “Which worries me.”
They obtained public filings.
The foundation claimed a charitable purpose.
Worker education.
Hardship grants.
Historical assistance.
Its board contained none of the current Prescott leadership.
Two retired attorneys.
A bank fiduciary.
One representative from Harrow.
Assets:
Not publicly detailed.
Then June Bell found old tax filings.
The foundation had received transfers from Redwood beginning in 1999.
Millions.
Some money funded legitimate scholarships and hardship grants.
Some remained invested.
Again, complexity.
Not a shell full of stolen cash.
A real charity built partly inside a compromised structure.
Emma sighed.
“Every door opens into another moral headache.”
Michael nodded.
“Welcome to adulthood.”
“You missed most of mine.”
The sentence landed before Emma could stop it.
Michael looked away.
She did not apologize immediately.
Then did.
“Sorry.”
“No. Fair.”
They were learning.
The foundation's current chair agreed to cooperate.
He seemed shocked by the history.
Then he produced a governance manual.
Inside was the migration clause.
If Redwood continuity failed, specified assets could transfer into the foundation for “worker-protective custody.”
Emma stared.
“Worker protective.”
The same language.
Always.
The people controlling workers' money calling themselves protectors.
The chair said, “We've never triggered it.”
“Can you?”
“I don't know.”
The answer came from the appendix.
Trigger authority required two approvals.
Redwood trustee.
Employee Protective Representative.
Emma looked at the page.
Everybody looked at Emma.
For fifty years, the system had removed the employee representative.
Now the old language had returned in the one place nobody expected.
No asset migration could legally occur without her concurrence.
Unless, of course, somebody still believed Northstar—or Harrow—was the representative.
The court ordered both sides to stand down.
Then Harrow's counsel sent an emergency email.
Their system had received an automated instruction at 2:11 a.m.
REQUEST EPR CONCURRENCE — CONTINUITY DESTINATION C-4.
The request had been digitally approved.
Not by Emma.
