Chapter 7 - Their Station
Forty years earlier, the city lacked money to build a new municipal station.
Officers, dispatchers and civilian workers agreed to temporary payroll reductions.
The city promised that the building would remain a public-service property and that employees would hold a protective interest through the survivor trust.
The reductions continued for six years.
Command history later described the station as a gift from wealthy civic donors.
The employee contributions disappeared from the official story.
The dark wood briefing hall.
The basement archive.
The memorial room.
All had been paid for partly by people now classified as support staff.
Harris stared at the deed.
“That interest is symbolic.”
The trustee shook his head.
“It is controlling.”
If command officials used the station to falsify a contributor’s death or steal survivor assets, management authority transferred temporarily to an elected employee council.
The council included officers.
Dispatchers.
Clerks.
Maintenance staff.
And survivor-family representatives.
Harris laughed bitterly.
“You cannot let janitors and widows manage a police facility.”
Maya looked at him.
“They paid for it.”
The emergency election began.
A dispatcher received the first seat.
A patrol officer received the second.
The janitorial supervisor received the third.
A survivor representative received the fourth.
Maya was elected only after the civilian employees had equal votes.
Harris lost administrative control of the building.
He remained an employee pending formal review.
No dramatic removal.
No public struggle.
Only a command badge that no longer opened doors by itself.
Emily looked at her memorial portrait.
“Take that down.”
Harris replied:
“It honors your service.”
“No.”
“It helped erase me.”
The portrait was removed.
