Chapter 2 - The Woman Who Decided Who Belonged
Margaret Vale crossed the road wearing a white linen suit and the calm expression of someone accustomed to watching other people suffer consequences she arranged.
She told Captain Reynolds that she had only reported what she believed was an immediate danger.
When Monica asked why she described Buddy as vicious without leaving her porch, Margaret said responsible residents did not wait for a child to be harmed before acting.
Lucy tried to explain that the dog had stopped her from following a ball into the street, but Margaret interrupted and suggested the child was repeating whatever her mother had told her.
Monica felt the familiar humiliation of watching wealth transform suspicion into authority.
She had purchased the gray craftsman house legally after years of working as a respiratory therapist and saving every overtime payment.
Margaret still referred to her as “the new homeowner,” while families who inherited houses decades earlier were described as pillars of the community.
The association had inspected Monica’s fence seven times, fined her for leaving Lucy’s bicycle beside the garage and questioned whether Buddy’s blue harness complied with neighborhood appearance standards.
No other dog owner received the same attention.
Officer Blake admitted that Margaret had called him directly before contacting dispatch.
He said she warned him Monica had a history of aggressive behavior.
Monica had never been arrested or cited.
Margaret produced printed complaints claiming Buddy lunged at delivery workers, frightened children and damaged shared landscaping.
Every statement had been submitted anonymously.
Mr. Carter said he had never seen the dog behave aggressively.
Margaret reminded him that his home-renovation permit still required association approval.
He became silent.
Captain Reynolds noticed the threat and asked to see Margaret’s phone.
She refused, claiming private association communications were legally protected.
Then Lucy pointed toward the curb and said Margaret had opened their side gate shortly before Buddy ran outside.
Margaret laughed and called the accusation childish confusion.
Mr. Carter slowly raised his phone again.

In the background, Margaret could be seen standing beside Monica’s gate with something metallic in her hand.
