Chapter 4 - The Offer Hidden Behind the Arrest

The offer Margaret mentioned had arrived three weeks earlier through a development company named Vale Heritage Partners.
The company wanted to purchase Monica’s home for substantially less than its market value and combine several properties into a gated luxury enclave with private security and an expanded golf entrance.
Monica refused because the house had belonged to her late aunt Denise, who spent forty years working as a cafeteria manager in the county school system.
Denise bought the home when the neighborhood was less fashionable and left it to Monica with one instruction: never let anyone convince you that inherited confidence is the same as earned ownership.
After Monica rejected the sale, association fines multiplied.
Landscapers stopped accepting her calls.
A bank questioned her mortgage insurance using a complaint Monica had never filed.
Margaret told neighbors that Monica’s dog threatened property values.
Officer Blake visited twice over anonymous noise reports, although Buddy rarely barked.
The arrest was not intended to protect Lucy.
It was intended to create a police record that could support a dangerous-animal order, raise Monica’s insurance costs and pressure her into selling.
Margaret denied any connection between the development offer and the emergency call.
Captain Reynolds examined Vale Heritage’s public filings.
One minority investor was a consulting company registered to Blake’s brother-in-law.
Blake said he knew nothing about the investment.
Monica asked whether he had also known nothing when he cuffed her without checking Lucy, Buddy or the only witness holding a phone.
The officer’s confidence weakened, but he continued describing every decision as procedure.
Mr. Carter finally admitted that Margaret had asked him to report Buddy several times.
She promised to approve his renovation and forgive association penalties if he said the dog behaved aggressively.
He refused to lie but remained silent when other complaints appeared because he feared losing thousands of dollars invested in his home.
Monica told him silence had allowed the lie to wear a uniform.
Then Lucy remembered that Buddy’s harness carried a small training camera used during neighborhood walks.
Monica removed the device and opened its memory card.
