Colonel Sloan explained that General Hayes had shown her intelligence reports accusing James of planning sabotage.
She believed stopping the demonstration would allow him to destroy evidence and escape.
Sloan ordered the test to continue while military police moved to detain him.
Minutes later, the equipment failed and the site erupted in smoke, alarms and confusion.
James was gravely injured while helping other service members reach safety.
Sloan later discovered that the intelligence report had been created on a Mercer Tactical computer.
By then, Hayes warned her that exposing the fabrication would damage national security, destroy public trust and end the careers of everyone involved.
She accepted silence.
Like Ruiz, she called her choice cowardice.
Unlike Ruiz, she had possessed the authority to stop the injustice and chose institutional reputation over one soldier’s name.
Sarah asked whether Sloan had ever considered what the false treason accusation would do to Emily.
Sloan admitted she had avoided seeing the child because Emily made the consequences impossible to describe as paperwork.
She knelt several feet away and apologized without asking Emily to forgive her.
Then Sloan ordered the honor guard to correct the memorial protocol.
The folded flag had originally been scheduled for presentation to Thomas as James’s senior family representative.
Sloan announced that it belonged to Emily, his legally recognized daughter.
Thomas objected, but every service member remained facing the child.
The chapel watched the Mercer patriarch lose control of an honor money could not purchase.
Federal investigators entered and served warrants on Grant, Hayes and the Mercer Tactical records division.
Thomas was informed that his foundation accounts had been frozen.
Vivian’s guardianship petition was withdrawn.
Major Brooks confirmed that Emily’s survivor benefits, health coverage and educational support would be restored with back payments.
Sarah did not celebrate immediately.
A corrected payment could not erase the years Emily had asked why her father’s family ignored her.
Satisfaction arrived mixed with grief.
Emily placed one hand on the casket and asked whether her father had been afraid.
Ruiz answered that James had been afraid of leaving her, but not of telling the truth.
Major Brooks then opened the last encrypted file from Locker 117.
The system showed that James’s emergency beacon remained active eighteen minutes after the military recorded his death.
Someone had manually disabled it using Grant Mercer’s credentials.
Grant looked at the screen and whispered, “I was not at the range.”
