Chapter 4 - The Children Turned Into Invoices

The USB revealed a payment system: Vanessa and Cross received money each time a child was placed into wealthy households tied to their network.
Families were praised as “rescuers,” while children’s benefits and inheritance funds were diverted.
Vanessa called it “administrative compensation.”
Michael stared at her.
“You turned children into invoices.”
“They came from broken families,” she snapped.
The youngest girl cried:
“My mother wasn’t broken. She worked nights.”
Records confirmed Rachel Owens had reported wage theft before her death in a suspicious accident.
After her death, the children’s funds were released.
Cross arranged the adoption to make Michael appear charitable while Vanessa controlled the money.
Then investigators found Rachel’s final voicemail:

“Michael… if they take my children, ask why Vanessa was following my car.”
Michael had never met Vanessa until two months after Rachel died.
