Police opened the secured level beneath the parking garage. It was not a torture room, but a private holding area with clean cages, water, food and veterinary records.
Seven missing pets were found alive and unharmed, waiting to be transferred to wealthy clients.
Their owners had been told the animals escaped.
Vivian blamed the rescue contractor.
The contractor’s invoices showed each pet was assigned a “placement value.” Purebred animals brought larger donations. Ordinary pets were used to justify cleaning charges and eviction penalties.
Maya faced the board members gathering behind Jonathan.
“You turned attachment into revenue. The poorer the tenant, the easier you believed the separation would be.”
The recovered animals were returned through licensed advocates, not a chaotic lobby reunion.
Then staff found a blue carrier identical to Piper’s.
Inside was no animal—only eviction files and a child’s drawing of Piper.
