The council refused to make Brooke ruler simply because an old document named her.
“Ownership without accountability created this problem,” Rose said.
The trust was restructured into a worker-governed benefit corporation. Emergency claims were repaid, coerced resignations voided and staff housing protected. Brooke, Peter and participating managers faced prosecution and civil claims. Rose, Elena and Daniel could seek future roles only through transparent elections after restitution.
The wet bill, mop bucket and sealed complaints entered a public labor archive.
A plaque read:
“THEY CALLED HER INVISIBLE UNTIL THE FLOOR SHE CLEANED REVEALED WHO HAD PAID FOR THE BUILDING.”
