Chapter 6 - THE WORKERS PETER USED AS BAIT.

Peter admitted planting marked bills after suspecting Brooke was extorting workers.

He wanted proof that she accepted or distributed cash connected to threats. Instead, Brooke used one bill to humiliate Rose.

Rose’s anger did not soften.

“You turned workers into bait without telling them.”

Peter argued that exposing Brooke required patience.

Marcus replied, “Patience belongs to people who are not deciding between medicine and rent.”

The worker council removed Peter from the investigation and referred his conduct for review.

Brooke tried to bargain by offering evidence against him.

Daniel refused any immunity agreement.

“Truth is not a severance package.”

Security footage showed Peter entering the custodial supply room at night. He copied complaints and hid them from Elena, claiming the board was not ready.

One file concerned Rose herself.

Years earlier, she had approved a temporary wage freeze during the recession. The freeze lasted twenty months longer than workers were told.

Rose looked at the employees surrounding her.

“I signed the first extension.”
