Colonel Marsh’s brother, Edwin, had chaired Hale Memorial for twelve years.
Marsh immediately recused herself from the financial investigation and requested an outside federal team. She admitted recommending the hospital to military families because Edwin promised priority care.
“I believed a respected uniform and a famous hospital made the system safe,” she said.
Nurse Mary answered, “Reputation is often the first locked door.”
Edwin claimed he knew nothing about the coercive agreements. Emails showed he received quarterly summaries describing seized homes as distressed-family recoveries.
He had never asked why the same families lost custody, housing and medical access at once.
The elected worker-patient council suspended every Hale and Marsh vote. Jason supported the decision and refused authority through marriage.
Victor, Laura, Edwin and participating relatives faced separate investigations. Emily and Claire remained witnesses, not automatic rulers.
