Chapter 10 - THE SECOND INSPECTION.

Anna Mercer’s records showed she had been a teenage housekeeper when she gave birth to Evan. Robert arranged a private adoption, then later presented the child as part of his marriage to Margaret to preserve an inheritance.

Anna had been paid, threatened and removed from the county. Her testimony reopened the adoption, Evan’s death and decades of housing fraud.

The court restored the repair fund, canceled illegal fees and converted Hale Residential into a tenant-worker benefit corporation. Unsafe homes were repaired before any family asset was returned.

Margaret and Robert lost control and faced trial. Claire testified about the agreement she signed. Emma remained safely with her mother while an independent guardian protected her shares.

The red toy, damaged cup and eviction records entered a public housing archive.

A plaque read:

“THEY CALLED HER A PROBLEM BECAUSE A CHILD COULD RETURN WHAT POWER HAD STOLEN.”

At the reopening, Anna gave Emma an envelope Evan had mailed before his death.

Inside was a photograph of Claire standing beside Robert at the construction site.
